Convert Your PSA Birth Certificate to PDF (Philippines)

Ordering a birth certificate through PSA Serbilis or PSAHelpline gets you a physical, security-paper copy delivered by mail — the ordering process itself doesn't involve uploading anything. Once it arrives, though, plenty of job applications, visa processes, and other forms will ask for a digital copy, usually as a PDF. Here's how to convert it properly.

Ordering is separate from digitizing

The PSA Serbilis and PSAHelpline ordering process is request-and-deliver: you provide your registry details, pay, and the physical document is mailed to you. There's no digital upload step in that process itself. The digitizing step — turning your physical copy into a PDF — is something you do afterward, once the document is in your hands, whenever a job, school, or visa application asks for one.

Photographing vs. scanning your copy

A PSA birth certificate is printed on security paper with a visible border and watermark pattern, so it photographs well as long as the lighting is even and the whole page is captured, including the edges. A flat scanner works too, but a clear phone photo converted straight to PDF is usually just as good and much faster.

  • Lay the certificate flat on a plain, dark surface for contrast
  • Photograph it straight-on in even light, capturing the full page including edges
  • Convert the photo into a PDF
  • Check that the text and security markings are clearly legible before submitting anywhere

Keep the file size reasonable

A photo taken on a modern phone camera can easily be several megabytes, which is often larger than what an online form or email attachment will accept. Compressing the PDF after converting it — without compressing it so much that the text becomes blurry — usually resolves upload size errors without needing to re-photograph anything.

Keep one clean master copy

Since a PSA birth certificate tends to get requested repeatedly across different applications over the years, it's worth keeping one well-lit, properly cropped PDF version saved somewhere you can find it again, rather than reconverting a new photo every time a new form asks for it.

Frequently asked questions

Do I upload anything when ordering a PSA birth certificate?

No. Ordering through PSA Serbilis or PSAHelpline is a request-and-mail-delivery process. You convert the physical copy to PDF yourself afterward, if a later application requires it.

Is a photo of my birth certificate acceptable, or do I need a scanner?

A clear, well-lit phone photo converted to PDF is generally fine for most applications. A flat scanner works too, but isn't required.

What if my PDF is too large to upload?

Compress it. Most upload size errors come from a high-resolution phone photo rather than an actual document problem.

Should I keep the PDF copy for future use?

Yes. Since this document tends to be requested again for different applications, a single well-prepared PDF saves you from re-converting it each time.
